Defining Tobacco Product to Include Vapes Maine law is explicit in classifying electronic cigarettes and related items as tobacco products. According to Maine Revised Statutes Title 22, 1560-B, the definition of tobacco product includes an electronic smoking device and any component, part or accessory of a tobacco product, including, but not limited to, filters, rolling papers, pipes and liquids used in electronic smoking devices, whether or not the liquid contains nicotine.
